L-3 Communications' Link Simulation & Training Achieves
Level 3 Rating For Integrated Software Engineering Processes

ARLINGTON, TX, October 27, 2003 - L-3 Communications (NYSE: LLL) today announced that its Link Simulation and Training division has received a Level 3 rating for its integrated software engineering and management processes, based on the Software Engineering Institute's Capability Maturity Model (CMM) for software.

This rating places Link among an elite group of 539 organizations worldwide that have achieved a Level 3 or higher rating following a software engineering and management process assessment against the CMM. According to the Software Engineering Institute, only 40 percent of all organizations worldwide that have conducted an assessment have achieved a Level 3 or higher rating.

The Level 3 rating places Link in a best-in-class position and supports the company's pursuit of major government training contracts, including advanced platforms such as the multi-service Joint Strike Fighter. By instituting a process-oriented culture across the entire Link organization, the company has established and will continue to maintain effective management and engineering processes across all projects.

The evaluation undertaken by Link is based on a Capability Maturity Model for software, which was originally developed by Carnegie-Mellon University's Software Engineering Institute as a means for the government to consistently assess a contractor's strengths and weaknesses in developing software.

The Capability Maturity Model has since become a formal model adopted by organizations worldwide as a road map to improve software development processes.
