ARLINGTON, TX, October 23, 2003 -- L-3 Communications (NYSE: LLL) announced today that
its Link Simulation and Training division has been awarded a contract by Northrop Grumman
to provide contractor aircrew training services in support of the U.S. Air Force's E-8C
Joint Surveillance Target Attack Radar System (Joint STARS) Flight Crew Training program.
Link, which is currently receiving transition funding from Northrop Grumman, will become
fully responsible for E-8C JSTARS contractor aircrew training services in November under
a one-year approximate $1.5 million contract. In addition to the initial contract award,
Northrop Grumman could award Link four follow-on annual contract options through 2007.
Northrop Grumman has Total System Support Responsibility (TSSR) for the E-8C aircraft
and training.
The E-8C Joint STARS, which is a Northrop Grumman-modified Boeing 707-300 aircraft, is
an airborne battle management, command and control, intelligence, surveillance and
reconnaissance platform. Its primary mission is to provide U.S. ground and air commanders
with ground surveillance to support attack operations and targeting designed to delay,
disrupt and destroy enemy forces.
E-8C flight crews, which include pilot, co-pilot and flight engineer positions, undertake
their training at Robins Air Force Base, GA. Flight crews, from the 116th Air Control
Wing at Robins AFB represent a unique combination of both Air National Guard and active
Air Force personnel.

On November 1, 2003 Link will begin providing E-8C flight deck crews with classroom
instruction that will enable the crews to transition to the cockpit procedures trainer
and weapon system trainer. The E-8C weapon system trainer enables flight crews to practice
takeoffs, landings, aerial refueling and emergency procedures.
In addition to scheduling training and tracking student progress, Link will be responsible
for making timely inputs to the training curriculum to maintain concurrency with the
aircraft's systems, tactics and procedures.
